Dear DCP Alani Adegoke,
I write to respectfully call your attention to the ongoing disturbances and acts of intimidation occurring at Robinson Plaza, Deco Road, Warri. It is important for the police to take decisive action to maintain peace and uphold the rule of law at the plaza.
I urge the police to warn Mr. Emuoboh Gbagi and his mother, Mrs. Evelyn Turner, to immediately cease the intimidation, assault, and unlawful locking of tenants’ stores at Robinson Plaza. Several tenants have reportedly been beaten and injured by thugs acting on their behalf. Such actions are unacceptable and must be addressed in accordance with the law.
Those responsible for assaulting and injuring tenants should be promptly investigated and prosecuted in the appropriate court of law. The tenants at Robinson Plaza are ordinary people striving to earn their daily livelihood, and their safety and businesses must be protected by the police. Anyone promoting or engaging in violence within the plaza should be arrested and prosecuted without delay.
Markets and commercial plazas, even when privately owned, serve the public and must remain peaceful environments for lawful business activities. Therefore, any thug reportedly hired to intimidate or attack tenants must also face the full weight of the law.
It is surprising that during the meeting held on March 11, 2026, between yourself (DCP Alani Adegoke), the tenants of the plaza, and Mr. Emuoboh Gbagi, action was not taken regarding these allegations of beating up tenants and unlawful locking of stores at the Robinson Plaza Deco Road Warri. Up to this moment, it appears that no prosecution has been initiated against Mr. Emuoboh Gbagi or the thugs accused of attacking and injuring tenants after their shops were unlawfully locked.
For clarity, Mr. Emuoboh Gbagi is the third son of the late Chief Kenneth Gbagi. His elder brothers are Mr. George Gbagi and Mr. Michael Gbagi. Other surviving siblings of Chief Kenneth Gbagi include Hope Gbagi, Egalton Gbagi, and Mrs. Maiden Akpata. It is understood that these family members do not support the actions attributed to Mr. Emuoboh Gbagi.
Given the seriousness of the situation, it would be appropriate for Mr. Emuoboh Gbagi, his mother Mrs. Evelyn Turner, and any individuals involved in the alleged assaults to be charged to court so that the matter can be properly determined through the legal process.
As the Deputy Commissioner of Police and Head of SCID, Delta State Police Command Headquarters, your leadership is crucial in ensuring that justice is done and that the rule of law is upheld at all times.
I respectfully request that you direct the DPO of B Division Warri, CSP A. Josephine, and the Area Commander Warri, ACP Graham Imade, to thoroughly investigate this matter and prosecute those responsible for violence and intimidation at Robinson Plaza.
Law and order must be firmly established at the plaza. The continued delay in resolving this matter places unnecessary hardship on the tenants. They should be allowed to reopen their stores immediately and continue their lawful businesses without intimidation or conditions. If there are genuine disputes regarding rents or ownership, such matters should be resolved through the appropriate courts of law and not the police.
I trust that you will take the necessary steps to ensure justice, peace, and protection for all tenants at Robinson Plaza without delay.
